Virginia Jail VINE covers local and regional jails, including the type of custody supplied by Rockbridge Regional Jail. Official Virginia guidance says all Virginia local and regional jails participate. The service operates around the clock, permits anonymous public searching, and lets a person register for local custody-change notifications without a fee.
VINE can report events such as release, transfer, escape or recapture, and death. Some official materials also address work release or home electronic monitoring. Each event must be read as written. A transfer means the person left one custodian for another. A local-jail release event means the jail reported an exit, but it does not rule out a hold or immediate pickup by VADOC, another jail, ICE, or the U.S. Marshals.
The Rockbridge County service area includes the independent cities of Lexington and Buena Vista. The same regional jail may hold cases from all three localities. Compare the supplying facility, name, identifier, and case facts before accepting a match.
Virginia Code § 53.1-133.02 creates a separate local notice route for a requesting victim or designated person in covered cases. It includes advance release or discharge notice for a prisoner sentenced to more than thirty days and prompt notice of specified custody changes. That legal notice route and a public VINE registration can concern the same person, but they are not the same enrollment. A VINE alert is strong evidence that Rockbridge Regional Jail sent a custody event. The jail movement record is still stronger for the precise release date, time, code, authority, and destination. A court order explains the legal cause, but its entry time may differ from the physical exit.

Rockbridge VINE Versus NAAVI
Virginia Jail VINE and VADOC NAAVI are separate channels. Local VINE permits public searching and registration for people in Virginia local and regional jails. NAAVI is VADOC’s victim-notification program for state custody. Official guidance describes it as limited to eligible victims, with enrollment routed through a victim-witness advocate or VADOC Victim Services.
NAAVI can cover advance release notice, actual release, parole events, transfer, escape or recapture, work release, death, and name changes within its eligible scope. An advance notice says release is anticipated. An actual release notice states that VADOC custody ended. Even then, a detainer can move the person to another authority.
A person sentenced to state time may trigger a Rockbridge local-jail transfer notice before entering VADOC. That event is not freedom. An eligible victim who needs later state-custody notices must use the proper NAAVI enrollment route rather than assume the local VINE registration follows the person into state prison.
Rockbridge Custody Search Boundaries
The custody path decides the search tool. Virginia Jail VINE is the direct notification layer for Rockbridge Regional Jail. The VADOC Inmate and Supervisee Locator covers state institutions and active state probation or parole. NAAVI is the victim-only notice channel for eligible state cases. None of them is the federal Bureau of Prisons locator.

A missing BOP result does not prove release because federal pretrial detainees may be held under U.S. Marshals authority outside a BOP institution. Likewise, a Rockbridge jail disappearance may be a VADOC, ICE, USMS, hospital, or other-jail transfer. Follow the receiving agency named in the movement record.
Rockbridge VINE Data Limits
VINE receives data from the supplying agency. An update can lag, and a name or identifier can be wrong. The service is valuable because it can send a prompt event alert, but it is not the final custodian of the jail release record. Confirm the event with Rockbridge Regional Jail and the controlling court when durable proof is needed.

Rockbridge Regional Jail serves the county plus Lexington and Buena Vista, so the arresting agency and case locality must be checked before choosing the court.
If the movement was to VADOC, use the state locator and VADOC records. If it was to BOP, ICE, the U.S. Marshals, or another jail, move to that authority’s system. A transfer alert is not a failed release alert. It is a different custody event with a different next step.
For a durable local packet, preserve the VINE alert, jail movement record, and relevant court order. Each answers a separate question: what the notification service reported, what the jail recorded, and what legal authority controlled the case.
Rockbridge Registry Is Separate
The Virginia State Police Sex Offender and Crimes Against Minors Registry applies only to people with a legal duty to register. It may show current registry information after confinement, and its notifications operate separately from VINE. Most people released from jail will not appear there.
A registry match does not prove the Rockbridge Regional Jail release date. An absence does not prove custody. Use the registry only when the legal registration duty makes it relevant, and use VINE plus the jail record for the local custody event.
